Government & RFP Monitoring (v1)
Every RFP, Every Portal, The Day It Posts
ChangeTower watches the portals, agency sites and procurement pages your pipeline runs on, and reports what posted or changed the morning it happens.
✓ No credit card · First monitor live in 5 minutes
Every page here is under a monitor. ChangeTower checks it on your schedule, stores a dated snapshot, and summarizes what changed.
The screenshot stored on that check, kept with its HTML and never edited.
Detection is content-level: ChangeTower reads the words and the HTML. The screenshot is a record, not compared against anything.
Every portal and procurement page in one place: new RFPs, amendments, deadlines and awards. Open a row for what changed and how the page looked that day.
The bid window opens the day a solicitation posts, not the day you find it.
Today coverage depends on portal logins and a weekly sweep of bookmarks. ChangeTower watches those pages for you and reports what posted the morning it appears.

Pages that check themselvesFederal pipeline, state portals, recompetes. Each in its own folder.
Folders mirror how bid work splits: by market, client or contract. Your monitors grow with the pipeline without turning into a pile.
Sorted the way your team is.
Capture, state and local teams watch different pages. Folders group them by who acts, and route alerts to that team.
State portals, SAM.gov and recompetes, each in its folder. Consultancies keep one per client.
"When did that addendum land?" is a lookup, not an investigation.
A snapshot on every check, changed or not. The postings your proposals answer become a record you can open to any date.
The version history your proposal file wishes it had.
Price a bid and you're pricing what the posting said on a date. At debrief or protest, open that date and export the exact text.

Anyone seen the CA data platform RFP land yet? Purchasing said mid-July. Bid/no-bid is Thursday.

Every day in between has a snapshot too. That is how you answer what the page said on any date.
Every move the portal made this year, dated page by page, ready for the pipeline review or the bid/no-bid call.
Three links deep in a district site? Monitor it from right there.
Opportunity hunting happens in portals and agenda packets, not a dashboard. The browser extension turns the page you are reading into a monitor.
From open tab to watched source, in one click.
You've found the water district that posts RFPs on a quiet page. Click the icon, say what to watch for, and it joins your monitors.
The District requests proposals for the replacement and upgrade of its SCADA system. Proposals are due 09 September 2026.
A pre-proposal meeting will be held 28 July 2026. Attendance is strongly encouraged.
Questions are due in writing by 14 August 2026. Responses will be posted to this page as an addendum.
Award is anticipated at the October meeting of the Board.
Found late on a Tuesday, monitored before the tab closes, archived from its next check.
Plus an in-app activity stream: everything captured and changed, in one place.
Built for the signals bid teams must track.
Solicitations, amendments, deadlines, awards and recompetes each move on their own schedule. Set check frequency per page.

New RFPs into the bid/no-bid call
A solicitation in your service lines surfaces the morning it posts, on a portal or a district site's back page, summarized. The bid/no-bid call happens with the full window ahead.
Amendments into the proposal room
Addenda, revised attachments and Q&A reach the writers the day they post. Nothing quietly invalidates a finished section three days out.
Recompete watch on the contracts you hold
The re-bid of your own contract is the one RFP you can't miss. Watch the page it posts on: the account owner hears that morning.
An audit trail of what posted when
When a debrief or protest turns on what the solicitation said before Amendment 2, the answer is a timestamped snapshot and its alert, exported as a PDF or spreadsheet.
What we recommend turning on for RFP monitoring.
Every plan includes the full toolkit. These are what bid teams lean on hardest.
AI Monitoring
Alert rules in your own words: "new RFPs and addenda in our service lines, not award archives." Every change summarized in plain language.

Built for teams that run on deadlines.
Cloud-based, always on
Nothing to install, nothing to babysit. Checks run on your schedule, attended or not.
Encrypted in transit & at rest
Snapshots, credentials and archives are encrypted end to end. Access is granted explicitly, role by role.
A record you can stand behind
Every snapshot is timestamped and immutable, stored exactly as captured. When a debrief or protest asks what the solicitation said in March, show it.
Support that knows the job
Real people help you scope the portal list, cadences and alert routing. Included with Enterprise plans.
Questions bid teams ask first.
How does RFP and bid monitoring work?
You name the portals, agency sites and procurement pages your pipeline runs on, and ChangeTower checks each one on the schedule you set. New solicitations, addenda and moved deadlines come back as a plain-language summary, with a dated snapshot of the page behind every alert.
What is a snapshot, and how long is it kept?
A dated capture of a page: the rendered page and the HTML behind it, stored on every check, changed or not. Each is precisely timestamped and retrievable, so "I think the deadline was different" becomes a record you can open.
Does this work with SAM.gov and state or local procurement portals?
No. SAM.gov is one source of many. Bid teams watch state eProcurement portals, city and county purchasing pages, school districts and universities, transit and utility authorities, hospital systems, and primes' subcontracting pages. If it has a URL, a monitor can watch it.
We already use a bid aggregator. Where does this fit?
An aggregator covers the portals it indexes, on its schedule. ChangeTower watches the pages you choose, on yours: the org sites aggregators miss, the amendments and Q&A on bids you're chasing, the recompete pages for contracts you hold. Most teams keep the aggregator for breadth, let their monitors carry what can't wait, and use the archive for what any posting said on any date.
Will I get too many alerts?
No, and that's the point of the AI layer. Describe what matters in plain language: "alert me when a new RFP or addendum posts in our service lines, ignore award archives". Every change is read and classified first, and minor tweaks are archived without an alert: the record stays complete, the channel quiet.
How often are procurement portals checked?
As often as each page needs. Frequency is per monitor: an active solicitation near its deadline gets checked far more often than a county page that posts twice a year. Turn it up as a due date closes in, then back down after submission.
Can different alerts go to different teams?
Yes. Alerts route by folder: the federal folder to the capture team's channel, recompetes to the account owners. Slack, Microsoft Teams, email and webhooks carry the same alert, so each team gets changes where it works. The in-app activity stream keeps the whole picture.
Can we track several markets, clients or contracts?
Yes. Monitor as many domains as your plan covers, in folders: one per market, client or contract. Finding a record later is a filter, not a search, and consultancies keep each client's folders and archives apart.
Can you catch when a solicitation or attachment disappears, not just changes?
Yes, and it's often the sharper signal. Tell ChangeTower which elements or terms must be present. It alerts you when one goes missing: a solicitation pulled, an attachment removed, a due date gone, an award notice taken down.
Where do RFP alerts get sent?
Email, Slack or Microsoft Teams. Alerts route by folder, so portal changes reach capture and a recompete on a contract you hold reaches the account owner.
Can you monitor portals that require a login?
Yes. Record the steps to reach the listings page once, including the sign-in, and ChangeTower replays them before every check, reading the page as a signed-in user would.
Can I watch only the solicitations list on a portal page?
Yes. Selective monitoring watches the section you pick, so a rotating banner or a news item on the same page never triggers a bid alert.
Stop finding RFPs after the deadline.
