Create a folder named after the client and file their monitors in it as you create them, or move them later. On Enterprise, give each client their own workspace so their monitors, members and alerts are fully separate.

Point the folder's notifications at the account owner and the client's channel: email on every plan, Slack, Microsoft Teams and webhooks from Business up. Nobody opens an alert that was never theirs.
Let the report write itself
Scheduled email reports summarise everything that changed on a cadence you set, and every change can be exported with its dated snapshot and diff when the client wants the detail.
